Chrystal R. Young

Chrystal’s civil service career spanned more than 35 years prior to her recent retirement. During her tenure, she held numerous leadership positions in federal agencies’ EEO complaint management and adjudication programs.  She enjoyed the challenges and opportunities of working in some of the largest federal agencies’ EEO programs to include the Department of Homeland Security, Department of Justice (legacy INS), Department of the Navy, and Department of the Army. She is currently a facilitator/consultant with Training and Development Strategies, LLC.

As a leading practitioner, Chrystal provides in-depth knowledge of every facet of the federal EEO complaint process from intake to adjudication. She created agencywide EEO complaint processing programs and capitalized on her expertise to lead, streamline, and maximize the effectiveness of existing programs.  Customer service remains her driving force and she continues to enjoy delivering EEO training and consulting services. Her goal is to directly influence change by enhancing managers’ and employees’ understanding of their employment rights and responsibilities under the law.  

Chrystal provides EEO training to a multitude of diverse audiences and at national conferences to include the Equal Employment Opportunity Commission’s annual EXCEL Conference.  Her educational background in Criminal Justice, Sociology, and Business Administration have served to enhance her connection with a variety of people at all levels, and it is the diversity of people that most inspires her, professionally and personally. She is noted for the successful development and implementation of EEO programs at the U.S. Immigration and Customs Enforcement’s Headquarters EEO Servicing Unit and the Transportation Security Administration’s Formal EEO Complaint Division. 

Chrystal is the proud recipient of several distinguished commendations that represent a stellar career of service. She is the recipient of the Department of the Army, Achievement Medal for Civilian Service; Service Awards for her role as Acting Deputy Officer, in the Department of Homeland Security, Office for Civil Rights and Civil Liberties and for eliminating a backlog of 500+ complaints pending adjudication. She is a certified trainer in Prevention of Sexual Harassment and the EEO Counselor Course. She is a member of the American Management Association and Society for Human Resources Management.
