Lorraine R. Burnett-Hill

Before joining the Training and Development Strategies team as a consultant and facilitator, Lorraine served as the Command Deputy Equal Employment Opportunity Officer at the Department of the Navy, Deputy Chief of Naval Operations (N1)(Manpower, Personnel, Training, and Education-MPTE); responsible for managing MPTE’s EEO and Diversity Programs. Provided advisory opinions on administrative procedures and processes, wrote and published organizational and managerial policy for mitigating Federal complaints of employment discrimination; provided technical assistance, and designed training and program operating procedures consistent with Department of Navy and EEOC guidelines, which included monitoring the domain’s EEO and Affirmative Employment Programs, interpreting Civil Rights Laws, Federal equal employment opportunity (EEO) and personnel rules and regulations, Executive Orders, and Judicial decisions assuring equity of equality throughout the MPTE enterprise.

Lorraine completed 33 years of Federal Civilian and Active Duty  (U.S. Army) service as a senior leader, trainer, manager, supervisor, and director. She served her country in several military conflicts, including Desert Shield/ Desert Storm and Kuwait/Iraqi Freedom, and graduated and instructed at the U.S. Army Drill Sergeant School.

Lorraine retired from the U.S. Army in 2007. She  served as a civil servant in Equal Employment Opportunity Programs, which included the following assignments: EEO Special Emphasis Program Manager/EEO Specialist, West Point Academy, New York, EEO Director, Scott Air Force Base, IL, and Equal Employment Manager/Supervisor, Bureau of Medicine and Surgery, San Diego, CA.

Lorraine, a lifelong learner, earned a Baccalaureates Degree in Business Administration from Saint Leo University, Atlanta, Georgia, a Master of Management degree in Human Resources from Phoenix University, and a Certificate of Mastery in Diversity and Inclusion from The Institute of Federal Leadership in Diversity and Inclusion.

Lorraine is married to Larry and has two adult sons (Jerry and Justin) and one furry baby (Cashew).
